From strictly a military view, George Bush is the strongest leader in the world. He has access to 11,500 nuclear warheads, and an arsenal that could blow up the world many times over.
Second, would be the leader of China. There was an article in the USA TODAY that claims that China could have a standing army of 196 MILLION. Their economy is also booming and expanding worldwide, into Africa and the Middle East.
Third, would be Putin of Russia. Russia also has 11,500 nuke warheads, still with a sizeable military & naval force, and they have reserves of oil.
North Korea's Kim Jong Il also has an army of 1.4 million strong, armed to the teeth, a new nuclear power, with a leader who is considered a godlike figure. They spend 35% of their budget on military buildups at the expense of millions who are starving. They take great care of those in power, including the military.

Its not a question of who is the strongest ruler but who are the strongest rulers.
You see in this day in age , the ruler is not one person but a group of people who separate them-self form other , for they believe they are superior then the lesser people .
I'm talking about white people , that's right white people ! its very true if you do your research.
no one person controls the world , it basically doesn't work that way.You see white people use racism to influence there own people to act according to there own will (white supremacy) to try to control the world.
for example: who control the most powerful country? white people.
who has the power to destroy city and country with just one BOMB(NUKE)? white people.
who try to control other people form other race by using religion as there weapon of pain while trying to destroy those who do not believe in what they believe? white people.
do the thinking man , no one person control the world and looking at in a way that seems like a country control is only covering up the truth

Arnold Schwarzenegger is by far the strongest ruler in the world today. He could break everybody like little twigs.

There are many criteria for the word strongest ruler.
(1)Cuban President Fiedel castro is the strongest and longest serving ruler because he managed to stay on despite the US pressure for last 56 years.
(2)Libyan president colonel Muammar Gaddafi is the second strongest serving president.
(3)Lusana conte of Guinie, west africa is now weak due to health probelm otherwise he rules on gunine for last 30 years.
(4)Hugo chavez of Venezuela, south america

The strongest ruler is still the Queen of England - tough *****.
The ruler with the most influence is Bush.
The ruler that thinks he's the best is Kim (Korea)
