Well when we relatively free of turmoil in the 90s and only had a small action in serbia with the economy riding on economic prosperity started in the Reagan administration it should have been doing well.
Add to that large budget cuts in the military during the Clinton administration and that generates alot of a surplus.

Right at this point you should be asking yourself with such a huge surplus why wasnt the Clinton administration returning your tax dollars back to you??

Then as the e-commerce started dropping out bottom in 97 and investigations were starting, it the downturn was inevitable.
Bush took office as the economy was over its peak, heading downhill and picking up speed. Then we had 9/11. A large amount of money had to be spent.
We had actions in Afghanistan, and then Iraq. As well as Katrina.

In addition to that Bush formed the Dept of Homeland Security. Supposedly this wasnt supposed to require more money but you know how government restructuring goes.. it will always cost more money than they say it will.

So yes I do believe the graph.

It's accurate, and not really a matter of belief. Debt financing a war on terror without an honest attempt to pursue the Bin Laden is a horrendous waste.

Yes, with all the money Bush has borrowed from other countries,
the net loss looks accurate.
The small recovery at the end, is what I question.
