The blondes that are considered to be dumb are not real blondes, but girls that are so obsessed with their looks that become fashion victims and dye their hair blond just to show how chic they are. All those girls want to be blond. And then they simply forget about everything else than their appearance and that`s why they don`t pay attention to anything else so they become idiotic!
(but of course, there are some exceptions for those who want some hope!)

"dumb blond" is a stereotype, which I assume comes out of the fact that many men prefer blonds, so a long time ago when women were more dependent on men, it meant that they didn't have to be as smart.
It's a stupid stereotype that isn't really true, hence your question, I assume. I've met as many if not more dumb brunettes.

I think that it is because blondes are just naturally a little dumb. I'm blonde, and I get tricked into stuff all the time. One of my ex girlfriends pulled a fast one on me and then broke up with me. But it's okay, cause I know where she lives, and I steal things from her all of the time.

because usually (not always) but usually only dumb gals DYE /BLEACH their hair blond.
