Well, it depens on what you want to study, at what level, and at which university. One way to shorten the time in England is to take online classes at home, and then go to England to take brick-and-mortar classes. For instance, I know that the University of The West of England offers (or used to a few years ago) some degrees via online studying. This way, theoretically, you can start your degree at home and complete it in England. The amount of classes that you can transfer from online to brick-and-mortar varies depending on policies, but I am sure you can save at least a year.

You can try to get a scholarship. But even then you'll have to fund your air tickets and other expenses which are quite a lot.
