off-peak of what? the season? the call rates? well, if its the call rates, off-peak hours are at 10pm-6am...

if its the season you're talking about, the peak seasons in manila (and mostly in the philippines) are summer (march to may) and christmas (november and december). the rest are off-peaks. but there are actually a lot of events and happenings in the city every month so there's almost no off-peak in manila!

Off peak of what? March - May is the hottest part of the year, and June - September os the rainy season.
