No, I don't agree with his argument since the said evil has long reigned in some people's minds and actions as evidenced by those convicts who, we simply can't understand why, found hilarity in torturing or killing children, adults, the old, etc. I think they do not have any 'conscience' or do not care to learn to have some. I mean such conscience should control or reduce our evil, if any.

How do you define evil? Personally? Societally? From a religious perspective? In a more general way, we all do things that we know we ought not do. Procrastinate on a project. Tell a little white lie. Eat a second piece of cake. Is that evil? Our choices are largely founded by our personal moral code. What may be evil for me may not be evil for you. When you accept a moral code and intentionally violate it, you may be committing an act of evil. So yes, we can "do evil willingly." It is always important to look at motive. It is possible to commit an act of evil with a "good" intention. Many acts of evil (e.g. genocide) have been committed because what was deemed to be good was in fact evil. Back to the chicken and the egg conundrum, good and evil must be defined prior to assigning violations within a moral code.

No, I believe that there are those who do evil purposefully and willingly. The Bible says that this is so. There is a difference between wicked and unrighteous. There are sociopaths, sadists, and psychopaths who delight in evil, all the while remaining well aware of their actions and the consequences of same.

i guess that argument deems "evil" as unknown to any person at first instance. He does everything as a child does. Then comes education, culture and personal interactions which then "impose" to the person "rules" to follow and by this knowledge comes "evil" as well.

No. Some people do evil for no intention other than doing evil. it's not true for some or most. but there is a number of people who enjoy doing evil things.
