I think deep shades are good for a very romantic shade. Crimson and Plum are perfect examples. Also you could do a complete 180 and go for delicate colors. White and Soft Petal Pink are good examples. A very passionate color is Vermillion (a bold kind of red).

If I had to define the topics quantitatively, I'd say...
Love = white (rgb - 255,255,255)
Romance = red (rgb - 255,0,0)
That's just my first thought. The more I think, the more my answer changes... I think the first thought is usually the best one - its inspired rather than rational.
