if you draw a line from the outer lowerstarin the cup thru the first two stars of the handle it points south-east in summer and north-west in winter, which way does the earth tip to make this happen

Any direction. The orientation of the big dipper depends on the season and time of viewing. This is because it appears to rotate around Polaris (the north star) due the earth spinning on its axis.

This line will rotate 360 degrees every day. All stars appear to rotate about the pole star once every 24 hours. The "pointer stars" of the Big Dipper point to the North Star. They only point North once a day.
