I guess my sugestion would be, make it memorabe etc, but also, make it private.
Once you ask the feelings you and him will get, itll be the most amazing thing you have ever done, so just make sure you can enjoy it together.
Maybe try a private gondola ride, or a hot air balloon trip for the two of you or at the eiffel but do it on the grass on a picnic blanket looking up at the tower, so you can both just go mental and hug and be excited and it will just be the 2 of you.

A romantic restaurant (and DON'T be afraid of getting on your knee), if its a better restaurant, most the staff is gay anyway. Find a "memory spot" you know, like the couples in Books and Movies always have. That romantic, secluded spot we've ALL seen in the Travel Magazines, everyone wants to go there, no one ever does. One of the European landmarks like the Eiffel Tower at night with all of Paris' lights as the background, etc. Somewhere you will always remember. Just, THINK.
What touches your heart? Take how HE makes YOU FEEL and GIVE IT BACK TO HIM, in a MOMENT!

Find something that he's sentimental about. Surprises are good, romantic surprise is better, but sentiment touches the core of the heart. It means not only are you thinking of your future with him, but your thinking of all of him. Does that make sense? That you truly know him and you were listening to him that time he told you about something special that meant a lot to him. It could be something as small as, I don't know, a special plate from grandma that was lost.So you work that plate into your proposal. A dog, the Eiffel tower, a vineyard, whatever. The point is to find that one thing that he is sentimental about and use it. The gesture speaks volumes more than words and it will remind him that this is why he loves you and one more reason to assure him you love him and he's making the right decision. I'm not sure it should be sexy - sex is not the only reason you're going to marry him, is it?
I think that you should be spontaneous with it - the time will come when it just seems perfect to ask - and then you should ask. Even if that means you're both all sweaty and dirty from hiking all day, or something like that. Keep it simple in the asking.
the mere fact that YOU are asking will be sexy enough.

Personally, I'm all for originality. So for me, a fancy dinner would be nice, but I'd also like to be surprised in a beautiful location when I least expect it. I'd say outside at a scenic place, or out on a beautiful balcony at night, or on a boat going across a Swiss lake--you have so many options with Europe.

I think it would be nice if you surprise him. You must make up your mind if you want that moment to be sexy or romantic?! I would rather go for romantic. That keeps a longer memory and really nice to be told to others and remembered with love.
try also to change the typical question: will you marry me? for another like: would you honor me to spend the rest of our lives together as one? or something like that. Make it different and original.... oh and its nice if it is under the moonlight.

Since you are planning to ask him in Europe, it depends on your destination. In Italy, I would suggest St. Mark's Square in Venice; in Germany, I would suggest Bertesgarten in southern Bavaria; in France I would suggest the Eiffel Tower; in the UK, I would suggest the city of Colchester; and in the Netherlands I would suggest asking on a boat ride on one of the canals of Amsterdam.
As far as what to say, I would say "I love you so much that I cannot think of a life without you, and I want us to spend the rest of our life together. Will you marry me?"

Let it have something to do with your first date or the first time you met him. Maybe it's just me but I love sentimental things. When I was married me & my former husband had "our song" & every year he'd buy me the cd of that song. I eventually had 10 cds of the same song but the last one meant just as much as the first
