I'd have to agree with one of the previous answerers by saying you will not be able to get the strongest protection unless you are willing to open your wallet.
All free protection is severely lacking when put in direct competition with pay-for programs. AVG and Avast for example are regularly touted on here, but usually by the uneducated who see that it is FREE and then avoid the appalling protection scores. In all recent tests they regularly appear near the bottom of the listings, scoring only 90% protection (letting through ONE in TEN) in even the most flattering tests (see links below).
If you would be interested in other Security products that are better than all of these, you should try either Prevx1, Kaspersky or F-Secure who all score over a 99% protection rating. Out of these three my recommendation would be Prevx1, as this is the quickest at protecting against new outbreaks of malware.

Strongest and Free are not compatible.
You pay for what you get. None of the free anti-spyware programs can compete with the top range pay-for programs.
If you want the best you have to pay for it.
I recommend CounterSpy, it's only $20 and will outperform any free program there is.

The strongest free tag will go to Spyware Terminator, because it's real-time protection is rock solid. It is a bit of a resource hog, but it's worth it.

Shop for the best price meaning, find products that are free after rebates. Last week I got McAfee VirusScan Plus 2007 for free after rebates. It works well, the best McAfee product yet. This week I'll get Microsoft Live OneCare 1.5 for free after rebates. Places like Compusa run specials all the time.
Also, most of the ISPs have free software. Even if you don't use AOL you can "Get Comprehensive Safety and Security for Free"
