Depends on the country and its climate.
Some countries in Middle East have very hard climate such as Saudi Arabian, etc. But some others like Iran have a very good climate.
Here in Iran we have a lot of dams that storing rain and river waters and use for produce electrical power. Also some cities in Iran which don't have a good climate using underground sources. All of these waters after filtration are sending for consumers.

In some countries in the north, there are rivers, but in the deserts, its usually by rainwater, underground water sources, but mainly Desalination plants.

Desalination plants take sea water, take the salt out of them and distribute the water for the public. Saudi Arabia has a lot of them.

In the drier but richer gulf states they desalinate sea water. In Egypt and Sudan, they have the Nile river. In the Levant region (Lebanon, Syria, Jordan and Palestine) they depend mostly on rain fall which is gathered in dams. They also have some rivers and what we call in French 'artésien' wells. In Iraq they have the Tigris and Euphrates rivers.

Depends on the country, usually you turn on the sink. seriously groundwater is used a lot as drinking water (water from rain that seeps underground and is stored in aquifers) and they desalinate water also (take the salt out of sea water)
