Just to make it clear, my DVD writer is supposed to burn BOTH DVD-R and DVD+R at 16X. The DVD discs that i use are DVD-R and are capable of 16X.
The Nero burning software does not give me the option to select 16X , only 4x and 8x. I have 512 ram and 2.6Ghz Intel Pentium 4 processor.

Most newer drives and burner programs try to not have a case of "buffer overrun" that will result in disc coasters. So, if your system isn't loaded with RAM and a high capacity CPU, then it'll automatically slow down the speed to prevent that buffer overrun.

16x DVD+/-R and 16x DVD-R is a little bit different. It shows what type of media that the burner could burn. If you go to the stores, you might find that there are DVD+R and DVD-R medias. If you own a DVD-R burner, you could only burn DVD-R medias. However, if you own a DVD+/-R burner, you could burn both DVD-R and DVD+R media. Regarding the speed of the burning, there would be several reasons for that. The first reason would be, you're using a 8x speed media (which is cheaper). The second reason would be, the media you're using aren't compatible with the burner. Anyway, I usually don't care about the max speed of the burn, I usually burn and go to sleep, and woke up in the morning with a baked dvd. :-)

Probably the discs that you have only support 8x. I only purchase the 8x disks because they are cheaper, you will have to spend the extra money on 16x disks if you want the extra speed.

are your dvd's 8x? if your dvd's only go up to 8x, then it wont matter how fast your drive writes. if thats not the problem, i have no idea.
