Doesn't exactly sound like a skull with no sockets. I thought maybe an animal but even a dog or cat would have eye sockets.
Could it just be a rock washed in from shore.

If you suspect that it maybe a human skull call the police. Did you know that possesion of human remains is against the law? Put it back in the same spot on the beach and call the police right from there.

How are there no eye sockets or a mouth?

Doesn't basically everything have eye sockets? Unless you only have half of the skull. (So like the back of the head.)

This is a hoax, isn't it?

Probably a mole, since they have very small eyes that wouldn't need a socket to rest in.

Contact your local police or medical examiner and ask them to evaluate a bone that you believe could be human. Be prepared to show them where you found it.
