actually, the send to option when you right click on a file is just asking where you want to move the file, as shown by the pop-out menu when you select it

The Send To command is used to send something to be emailed.

If you download a picture then when you right click on it you have several choices of what to do. One of those choices is "Send To:" If you select this option then Internet Explorer will try to open up your default email program and attach that file to an email that you have to write. If you don't have an address then you can't send the file. When you are downloading a lot of documents or pictures a common mistake is to move your cursor to low and pick the Send To command instead of the download command.
