Because "Narc" was one of the best movies of the past five years, and they assumed that Joe Carnahan would be making another good movie.

There is a difference between good actors, and actors who have been in good films. Neither of those two is a very good actor...they can play one role....gangsters/badguys/cops (cops and robbers are different sides of the same role)...they don't have much range......
Because of their lack of range, they have to take what they can get...what they can get is Smokin' Aces.

Cause A: they are not that good of actors and B: they got paid a lot of money. Not every movie can be Oceans 11 or Goodfellas.
