It means they are not easily categorized or pigeon-holed into one specific category. They may have ideas that are seemingly contradictory. Some people are easily categorized: Bush is a conservative. Howard Stern is juvenile. Paris Hilton is a bimbo. But someone who gives off different personalities and takes diverse stances on subjects might be hard to define, thus complex.
