The logic behind this idea is the psychological theories of projection and reaction formation. Projection states that a person will take the characteristics that they see in themselves and disagree with, and project them(or see them) in another person. The displacement of the bad feelings allows the person to put them down without actually accepting that they themselves are gay. This will be the type of person that will call other gay and make fun of them, even if that other person is not to be gay gay.
Reaction formation is when a person does notice their feelings, but feels they are wrong so they deeply disturbed by their feelings. This type of person will chase the opposite feelings and speak out against the feelings they have that they view as wrong. They will call others gay and speak out against homosexuals in general to feel the gratification that they are not in fact what they fear they are. They may feel "How can I be gay if I hate homosexuals so much?".
Of course there is always the person who has a general low self esteem and will put others down(not just gays) in order to keep the publics' eyes off of them and their flaws. If everyone is laughing at the gay kid, no one will notice how weak they really are...they may think.
And also, some people just have it driven in them from their parents that homosexuals are bad and that it's okay, and even good to make fun of them. These people aren't gay, just ignorant.

I do not think that those who down gays are gay themselves, but I think that they are extremely jealous. Despite being looked down on by certain people and being denied certain rights, gay people are still proud of who they are. The fact that gay people are resilient enough to be proud of who they are infuriates those who dislike gay people and those who dislike gays become upset because their lives are based on finding faults with others instead of finding any value within their own lives.
