The dog Pluto was a comic character and never part of the Solar System.

The "planet" Pluto lost its status recently, because the definition of "planet" was changed. See reasons, at:

If you are asking about the object Pluto which used to be classified as a planet, it no longer meets the criteria established by the scientific community as a planet.
It remains part of our Solar System however because it is in orbit around our sun. Everything in orbit around our sun is an object of our solar system.
