Your goldfish has septicemia. If he is alone in his tank, you don't need to quarantine him, but beware, that if you don't, you will kill all of the beneficial bacteria that has built up in the tank with the treatment medicine. If there are other fish, you absolutely have to quarantine him immediately. Septicemia is highly contagious. If you set up a hospital tank, you should use spring water, not distilled, but spring water so that you don't have to worry about chlorine or other toxic agents in the water. You must treat the fish immediately with Maracyn-2 according to directions. You also need to treat internally with medicated food such as Medi-Gold or Metro-Med. This is not an easy disease to treat and it will take a long time at best, but patience and dedication in treatment will go a long way. Could this have been caused by an overcrowding situation? For a goldfish this size, it should be in at least a 60-75 gallon tank for just him alone. Also, get a test kit so you can monitor the water parameters. Sounds like Hemoragic Scepticema.
This is a bacterial infection that causes red lines and streaks on a fish. While not common, there are medicines available to treat it and should be available at any pet store.
the other possiblity, but doesnt sound like it, is anchor worms. these cause red lumps on the part of the fish that the worm is attached o. Do you see wite strings coming off of the spot? If so, then that white thing is the anchor (hook worm). Easiest way to treat that is with medicine also, and to remove the fish from the tank and carefully remove the worm wit htweezers.
Its most likely the scepticema, so go to the pet store, describe it and they will give you the meds.

I would get him some $3 stress coat, if that doesnt help, and you really care about the animal, you should take it to the vet. He might just give you medicine. But maybe if you took it to the place you got it they can give you some helpful advice as well, the associate at petco would be helpful, but I would try the stress coat first.

It's problarly from not cleaning the fish tank or changing the water on a daily basis. I have had problems with that. Just do to the pet store and get the water drops that you are supposed to put in the water to help eliminate germs or bacteria. It really works.

Okay, now go to the pet store and go to the fish section. There will be an associate to assist you in finding a medicine. For right now, if you have other fish, seperate him and do a partial water change. (when you get the medicine, also put a few drops/a tablet into the tank he was originally in)

go immediately to your local pet store and tell them the symtoms. they will tell you exactly what kind of medicine to buy. take a sample of the aquarium water with you.
