Transponders relay signals over long distances or around obstacles, increasing the working distance range of a radio network. You can't "turn it off". Some patrol car's radios act as transponders for the two-way radio the officer wears, and others are remotely sited to pick up signals from the patrols and send them on.
Many law enforcement agencies are switching to secure encription systems, making scanners useless in listening in on police channels.

One gets it turned off by completing one's sentence of house arrest and probation.
