Actually this is almost a loaded question. Most all of the above answers are very good.
Pratically all of the livebearers, tetras, small barbs, rasboras, small gourami and small catfish you see in petshops have very, very similar maintainance requirements. The differences for these are bearly worth mentioning.
Any of the above would do fine in a 10 gallon community style tank. The vase type situation you mention is really not good for any fish, but a betta can survive in it for quite a while. Notice I did say survive and not thrive.

My Suggestion... A Betta because they are very Pretty and can survive through a lot.
I would not put Fancy tailed Guppies in the Plant Vase, as they are very Delecate and do not handle Water temperature chagnes well at all. I've killed a couple and I'm very Good with Fish since I've Grown up raising them since a child.
Food... If you don't want to Feed the fish Everyday Then go to your Local pet store or Walmart and get a couple of the Vacation Fish Feeders. It's a block of Fish Food that you place in the Bowl and it can feed them between a couple days to a Week depending on the size you get. I wouldn't recommend the week feeder because it's a small vase for that, and may cloud the water.
But I wouldn't want this to be the only Food source for the fish, it needs healthy Food to Thrive, and Keep it's Color and live for a long time.
Don't Put too much Food in the water at one time because it can cloud the water, cause Fungus, cause Fin Rot or other Diseases to take place, interact with the plant depending on the Food type, Alternate PH balance of the water, and various problems can Arrise from too much Food.
Some things to think about before getting a fish.
Also, never house your Betta in less than a quart, they need
excercise! How would you like to be in a closet your whole life?
Vase with the Plant:
Many people are told never to clean it that the plant will: No! Clean it once a week, becasue the Roots of the Plant Die releasing Toxins into the water source, eventually Killing the Fish.
Eating the roots..... not a very Good idea for the fish actually due to the Toxins in the plant. Yes they'll pick on it but They will only eat roots out of desperation which is Sad for them to have to do.
Just think about the Fish as a Pet, and something you love.
Also when you set up the Vase, Don't put rocks on the Top of the Plant because it decreses the Oxygen Supply to the suface of the water causing the Fish to not get enough to breath, Plus it can cause some Fungus on the plant.
A betta in a vase display can work if it is done right. the betta will need to be fed and teh water will need to be changed. Here is what to do:
keep plant roots trimmed back and very clean
favor the betta over the plant. Make the betta happy and if the plant does not like it, move the plant to its own pot.
feed your betta daily the proper betta food
make the necessary weekly water changes
learn how to keep your betta alive by reading betta basic care
learn how to recognize any early signs of disease, how to heal him, etc...Be prepared!
ALWAYS REMEMBER TO TEMPER YOUR FISH IN ALL WATER CHANGES OR HE WILL GO INTO SHOCK AND DIE. PLEASE LOOK UP INFORMATION ON HOW TO TEMPER HIM.Basically you want his old water temp and his new water temp to be the same or he'll go into shock and die. Compare it to you just getting out of a hot tub and then thrown into a Freezing bath Tub of Ice cubes, how would your heart Respond? Not Good!

A Betta (fighting fish) would be best. The vase things are alright but they do need regular water changes due to the roots falling off the plant and rotting (this can cause high nitrogen and ammonia levels and is toxic). It is a common misconception that the fighting fish eat the roots. They are carnivores and need freeze-dried grubs (or pellets). The Betta fish can go a few days between meals without starving to death. Plus since the Betta fish has an organ called a Labyrinth, they don't need an aerator in the tank.. the labyrinth organ actually allows them to breathe the air.

I would recommend a betta, but assuming that the fishtank you have is one of those betta vases, I don't think it's a good idea. You would need to change the water about every other day or so to keep the fish healthy. The betta will nibble on the roots if they have no food, but their natural food is bugs, which contain protein. Roots don't have that much protein. You would need to feed it betta food or freeze dried blood worms to keep it healthy and bring out its color. Any pet, no matter what size, should be bought with the idea of really being responsible for its care. If you want to keep one, and really take advantage of its beauty, I suggest you get an aquarium with a filter in it. It doesn't have to be that big, since bettas can go to the surface and breathe air. The benefit of a filter is clean water; clean water reduces stress; less stress equals better life quality for your fish and that means your fish can really develop color and beautiful features for you to enjoy. If you keep him in bad conditions, he'll look bad and feel bad.

No vases with fish in them. Never do this. It's cruel. They don't eat the roots, they just suffocate. There is no fish that is easier to care for than another. Each type of fish is different, but, just like any living creature, still requires regular attention and care. If you aren't ready to give that to an animal, please don't get one. Try those floating glass fish. They are cute and don't require any care whatsoever.

A beta fish is that the easiest fish to care for. They don't need a tank or those expensive water pumbs. All they need is a bowl with some pebbles and they are good,and they can go days without being feed. Don't worry you won't come home to find them floating around the top of the bowl either. And they are real inexpensive to.

yeah those bowls are horrible for any kind of fish. you cant call it a tank if its under 2 1/2 gallons, and that shouldnt be considered a tank either. fancy guppies? they need heat and breed like crazy!! you should probably do a little research on the exact care of fish and the proper housing,lighting, heating, food requirements, pH levels, and tap water ( which i assume youll replace all the water in your vase) is kinda toxic to fish, it takes a month to filter water to get it to a good living condition. if youre not gonna be dedicated to it, dont get one!
-----responding--- GOLDFISH need filters. they produce so much waist that creates ammonia, which is deadly to fish and causes stress and stress causes soooo many other issues in fish.

Try a Betta. They are very easy to care for, but they do need actual food. They can go a day or two without food without too much stress. They do not eat plant roots, though.

bettas can go for days without food if you feed them well while you are there. eating plant roots is bad for fish and the plants. not much else will survive in stagnant water in vase so your best bet is probably a betta. just make sure you feed him betta food and change his vase water once or twice a week.
