I believe it started with Madame Tussaud doing death-masks of royals. This, (pre-CSI). It was one of their weird trends at the time. Kind of like, why is Paris popular?
Why it has become so popular is, for some reason, generationally we are all turning into "one". We want to be close to that we covet, and these representations make - for the most part judging by the $ they make - people are close to their idols. It is extremely similar to a religion

The first answer sounds like your question has been answered. I wasnt sure myself - I just think it a great idea...
That would have to be the next question right? Why do people like having their photo taken with wax copies of famous people? I get sucked into it myself - I find it fun to stand next to the wax famous people and try to make it look like Im interacting with a real person. Stupid isnt it! They are only humans after all. But now I have photos of me with all the celebrities and I think its great!

Think back to when it started. No movies, no TV, no color photographs. But you could go and see 3D representations of famous people and crime scene in nearly living flesh.
