I think that many bands/artists offer a variety of different and incomparable art, but if you want to technically reach some sort of conclusion, the best and most accurate way would be to listen to all of the band's/artist's material and create a rating system for each song. This way, you can accurately measure the entire body of work that said artist or band has put out and thereforth judge them on their downs as well as their ups, as many oft neglect to do. Perhaps rate each song out of 5 or 10 or whatever you feel comfortable with; establishing criteria on how to rate each song may ease this process. In the end, total the numbers and divide it by how many songs the band/artist has (You may want to exclude live albums from this unless there are particular songs unavailable on studio releases).

From here, tabulate the results and establish a percentage (out of 100) as to how you consider said band. Repeat this with the other bands/artists that you listen to and eventually a clear cut winner should arise.

The easiest way is to start listening to some tool songs; if you do they will be your favorite band.

Seriously though, don't listen to whoever has the most hits. Generally this is the cruddiest music out there.

listen to a lot of different bands until you find one you like to listen to the best. like mine is the Red Hot Chili Peppers, ive been listening to them for most of my life and they have a lot of my favorite songs.
