The sad part about landlord tenant issues is that while there are many laws that limit the amount of crap you have to take, the cost to you for enforcement of these laws is very high.
Violations of all but a few landlord tenant laws is a civil not criminal matter. That means that when you call the police to report a problem you are usually told to contact an attorney. Unless the landlord is physically threatening or assulting you, the police do not get involved. The decision on what to do and expect should be made and include information most people don't know unless they have been through it before. This is a general list to consider. #1- No one is going to initiate or ask for enforcement of civil laws for you. Plan on spending at least a lot of time and probably money #2- When you talk to a government agency that seems it should handle the problem you are having,ask how long it takes them to resolve issues like yours. #3 Ask the agency if their recomendations are binding. #4 If you are refered to an attorney again ask how long it could take, and how much this will cost. #5-Regardless of the "Principles, Moral Issues,or Right & Wrong" issues,your case is not special to anyone but you. Don't think you will set new guidelines. #6 State "Consumer Protection, Fair Housing, etc. Agencies" operate with good intentions. Typically they take your complaint, contact the offending party, allowing 30 days to answer, recontact you with the other parties response for your input, and make a recomendation to both sides. This is often a 3 month deal if all goes well. The downside to this is what does not happen. The state does not verify facts. They may or may not make a recomendation to solve the problem. They cannot force either side to do or accept what they recommend. After 90 days you still have the same problem despite being right and living with continueing problems. As to attorneys, If they can't make a substantial fee and know they are likely to collect it they won't take a case. In short, trying to have a civil law regarding landlord tenant issues enforced is often expensive and time consuming. Your first dollar should go for a newspaper and reading the ads for a new place to live. The reason you read about people winning large lawsuits is because it is rare not common. Most of the time when you do see the police involved in a landlord tenant case it's to carry out an eviction order after months of misery. Good luck

you need the tenancy tribunal (well, thats what it is called here in NZ). the forms you filled out before you moved in would have gone through a department. this is the place you go to.
or tell the cops he exposed himself to you, then move out. you shouldnt have to accept anything like that. no one, even your landlord can speak to you like that, its verbal abuse.

you might have to do a bit of lincs, but start with civil law/Calif...then follow through to tenant rights....for the most part you pay your rent and it is your private property
