The Kinks, by far. They had alot of great music back in their day. They were considered the first legitimate punk band in the US. You can see alot of their influence in today's music, especially in Green Day. While the Police had their hits, they couldn't touch the songwriting ability of Ray Davies and the rest of the band.

The Kinks, I at least like one or two of their songs, I never bought into the music of the Police

I think the Kinks were much better. The Police are going to do a reunion tour and make a ton of money but their music was very simplistic. The band got very lucky.

Different eras - hard to compare.
Muscially, The Police are far superior.
