The national boundaries in Africa are changing because the older boundaries were not set by the peoples there, they were set by the colonizers.
As the people there recover their own power from the ravages of colonialism, they re-determine their own boundaries, sometimes at great cost in suffering and wasted lives and resources.

There are 61 territories. It changes, because the peoples are changing in response to the environments they live in in their particular part of Africa!
In actuality there are 53 independent and sovereign countries.

Why is it changing so often? What!... you mean a new country just got formed......

stop being silly. There are lots of coutries in Africa cause there are more cultures in African than any other continent.
