1.)
a.) 5x - 2y = -19
b.) 2x + 3y = 0

Multiply a by 3, and b by 2.
c.) 15x - 6y = -57
d.) 4x + 6y = 0

Add c and d together and solve.
e.) 19x = -57
x = -3

Plug x into a or b to find y.
5x - 2y = -19
-15 - 2y = -19
-2y = -4
y = 2

Check: Plug x and y into a or b (whichever you didn't use to find y)
2x + 3y = 0
-6 + 6 = 0
0 = 0 (check)

I've never used Cramer's rule, but an excellent description is here: http://en.wikipedia.org/wiki/Cramer%27s_rule
