if you moisturize your face, be careful not to get any on or around your eyes/eyelashes. This will most definitely make non-waterproof mascara smudge. You might want to try Max Factor mascara. I find this smudges much less than other non-waterproof brands. I buy the one with the new brush, sorry, can't remember the name of it.

I use a lash primer to keep my mascara in place. I like the Lash Boost from Stila, but Avon also makes a good one. Lots of brands carry lash primers and while they mainly boast that they will thicken/nourish the lashes, I have found that they prevent my mascara from smudging all day.

don`t touch your eyes through the day ? just try waterproof, then you can always use makeup remover to take it out.
