I am completely neutral on the question of whether or not vampires or werewolfs exist, but I have a question about vampires...admittedly, I don't know very much about them...but aren't they supposed to be sort of like the living dead? Not zombie-like, but something similar? So how would you make clones from something that's "dead?"
If vampires and werewolfs DID exist and COULD be cloned, I suppose that yes, it would be a kid first. I mean, what do you expect? --snap-- and it's just going to be an adult? Also, since this would be a c.l.o.n.e., yes, I rather do think that vampires clones would crave blood and werewolves clones would get furry every full moon, seeing as the word clone means that it's identical to the original.

If it was cloned only with that vampire or werwolves DNA, and not mixed with a humans or anything else, the yeah, it would probably start out as a baby. And depending on what you cloned, say, a werewolf, it would turn into a furball on it's first full moon, and gradually learn how to control it's power. But I'm not sure about a vampire. If they're immortal, how exactly would they age? So I'm stumped there.

Clones start as single cells and continue to split and grow just as other organisms grow. Clones don't start out "full grown".
Clones tend to have the same, basic instinctive nature as other young of its type.
Concerning specifics about how it would affect vampires or werewolves specifically...eh, there hasn't been a whole lot of scientific research archived on this topic.

Well, in order to clone a vampire or a werewolf, we would need to find a vampire/werewolf first. You cannot clone what you don't have.

You cannot clone something that does not exist. Cloning means to make a genetically identical copy.
