The greatest problem with the foreign policy initiatives of Harding's Administration was:
a - a lack of will to even open diplomatic channels.
b - the navy secretly refused to compy with orders to mothball ships.
c - the Spanish continued to interfere in Central America and the Caribbean.
d - there was no way to enforce all the treaties the US entered.

The reason for homework is not only to teach you facts, it is also to teach you how to research facts. When I try to research something on the internet, I usually start with ask.com, google.com and wikipedia.com.

Try checking out each of those answers at the above three sites.

D- This was after WWI in 1920s, this is important because it leaves a power vacuum in Germany filled by the Nazis. The US was unable to maintain the peace and moved towards isolationism. Most of his presidency was paralized by the Teapot Dome scandal, which was about oil. He died in office in 1920s. WW1 proved the need for a Navy so not B, and C was taken care of in the Spanish-American war 20 years earlier. I could see A, but choice D sounds best.
