I am not sure. But the big Vegas casinos probably follow the standard practice of other big corporations. If so, they have their own in-house legal department, with several licensed attorneys on the permanent payroll. But, for specialized questions, and for most cases involving a court hearing, the casinos will hire outside law firms for advice or representation.

Most of them use outside law firms. Rarely does a casino keep an attorney on staff. However, it does happen!

From my dealings with them, they have both. The inhouse attorney decides if outside counsel is needed.
