The answer is yes. The terrorist slipped into the US while Clinton was in office and trained at various Pilot schools. When suspicion of their actions was raised with the Clinton justice department, Ms Gerrelic (spelling?), who later served on the 9/11 commission, refused to investigate and allow the FBI to search the terrorist laptop which contained plans for the 9/11 attack.
President Push was only in office 8 months before the 9/11 attack, did not have all his team in place because of the challenges to the election results by the democrats and was still relying on intelligence data supplied by the Clinton Administration.

Terrorism was a major threat to the US long before Bush was elected. You're right, the build up for 9/11 was done mostly under the Clinton administration.
We had plenty of warning that something might happen, and Clinton didn't do anything to get rid of Osama when he had several chances.

Yes I do believe he was and I believe he was president when they first bombed the World Trade Center in the parking garage. Unfortunately people don't realize that everything that happened while Bush has been in office was being planned while Clinton was in office and there were other bombings to America's interests overseas and Clinton did nothing.

Yes, he was. People forget that even though 9/11 happened "On Bush's watch" a lot of planning and preparation went into it, and that had to have taken place well back into Clinton's Presidency, while he was getting knob shines from Monica.

Clinton people say the problems didnt start until Bush and Bush people say the problems could have been prevented by Clinton. who knows. who cares. I am honestly bored with the blaming. what happened, happened and that cant be changed. We just need a leader who is willing to step to the plate and take accountability for their actions.

No... terrorists didn't 'learn' to fly into buildings. They just did it in 9/11. And Clinton wasm't president then, Bush was.

well the Bill legacy it's been over for a while.
the bush thing will never end, because he actually got richer because of the war, he is actually partner with the company contracted to do repair or rebuild Iraq, which is why he wants more troops to protect his assets..
plus he send troops to die under false information which he knew was false. He basically went after Saddam because he try to kill his father to this day there is no connection between Iraq and osama, but bush said there was. which is not true. and let's not forget the oil issue.
c'mon if there was a hell, Bush would be going to it.
