While technically possible, doing this would be an enormous challenge for even a public aquarium in my opinion. Never feeding, never cleaning, never adding or removing fish, neaver treating a disease, never cleaning a filter? Again, while technically possible I have never heard of it having been done long term.

The size of the tank makes a difference, and I am assuming it is a small tank. Always leave the light off at night. Keep the tank away from sun light. There is no way of getting around cleaning it at least once a month or more, because there will always be some algae growth on tank, gravel and plants.

A very heavily planted tank, with few fish may work, but takes lots of care and know how. But a tank with a bunch of fish, and no filter, no won't work.

Ah.... now there's a dream.... even the most experienced of aquarists dream of the day they might achieve such a thing.... sure, it's possible, but very difficult to achieve. Takes a long time, patience, education and dedication on getting and doing all the right things to get it to this point.

Not possible. For many reasons. I don't want to have to explain it but if I have to I guess I will.
