I would back it. If all ethnic groups could control there own area, I think we'd be closer to peace. People would be responsible for their own plight rather than spending all their energy casting blame.

Is the plan good for US and Canada? Yes. It will create permanent hostility on the Balkans, trouble to the E.U. and tension for Russia.
Is it right for Albanians and Serbs? I doubt that anyone really cares except of them theirselves.
The only really fair plan would be a division of the territory. If you cant live in one house, make two houses. This plan simply pushes the remaining Serbs from Kosovo.
