I have to do this report on Zipf's Law, and one of the graphs I came up with had a line of best fit with a power equation or power model.
It gave me this equation when i figured it from microsoft excel: y = 8E+06x^(-1.0687)

I have to plug in 11 for x, but i don't know how to solve it. what is E?

That is engineering notation.

For example 8E +06 = 8,000,000

Or 8 x 10^6

If you plug in 11 for x you get 8 x 10^(66^(-1.0687)

you sure are lost. the E stands for " exponent" and means "ten to the power of" 1E01 means 1x 10^1 or 10 while 3E-3 means the same as 3E-03 same as 3 x 10 ^ (-3) or 0.003.
So 8E+06 is 8 x 10^6 or 8 x 1000000 or 8,000,000. note my use of x means times not the variable "x" as in your question.

The E means 10^6 so your equation is
y = 8*10^6 * x^(-1.0678)
You should get something like below:
y= 103492884.9 = 1.035*10^8
