Sidekick 3???

So I've heard that if you have cingular service plan you are able to buy a Sidekick 3 if it is unlocked...is this true?

Yes you can use an unlocked Sidekick on Cingular, but you will only be able to make/receive calls with it and send/receive text messages. You won't be able to use the internet or MMS (multimedia [i.e. picture, sound] messaging). Also the Sidekick doesn't operate on 850MHz so the coverage area would also be reduced to just areas which have 1900MHz towers.
