Yes there is actually, take some clear contact paper-self adhesive type (can get it at Wal Mart, Target, Kmart) and CAREFULLY lay it out flay with your background. Unpeel and slowly and carefully lay the background (with the side you want pointed up looking at you) on the contact paper. Work out any bubbles with a credit card or something flat. Take and carefully place it on your aquarium (it takes 2 unless your tank is small). It will last a long time, look very nice and it water resistant also.

The best way is to adhere it directly to the glass. You can use spray glue, but you will never get it off if you decide to change the background.
What I do is use vegetable oil. It sticks the background to the tank and does not fall off, but is easy to clean up with a wet cloth. Some people use vaseline, or water, but vaseline dries up and gets very hard to clean, and water evaporates and leaves bubbles.
bluebetta has a really good idea too.

Make sure the tank is really clean and use bright colors for the background. Clean it often and put a light source around the tank. No matter what you do, it will look fuzzy, so don't expect detail to be completely perfect.

Maybe there is a buildup of beneficial bacteria on the tank glass. Try just wiping off the glass on the inside.
