Probably the best classic horror film ever would be Night of the Living Dead. It was a turning point in horror films. Porteying ghouls in a much darker sense than before. It's also a little more graphic than most horror films of the time, so it might not count. The last Man on Earth with Vincent Price was a precursor, and it still was pretty gloomy, but it they were zombie-based vampires.
My favorite, however, is House on Haunted Hill again with Vincent Price. It's chilling, but also very campy. It's so much fun.
Psycho is debatable with me because there was already tons of films like that already. They were just done very poorly.

You need to take into account the times in which these films were made- not only for the effects and content but the state of the world at that time.
