Cleopatra was the end of the royal line from Ptolemy, one of Alexander the Great's four generals that divided his empire after the young Macedonian died. She, essentially, was Greek.
I like the conclusion of the link below, it was all a piece of bad press in times of antiquity--but the question of her being black was an American invention during the civil rights by artist William Wetmore Storey in a depiction.

Most historians agree that Cleopatra was Greek. Egyptian coins and a statue have been found bearing her face and hair, the coins of which had to be approved by the highest council of the time, which would have been Cleopatra herself.

Well I believe she is dark skinned just by her location. Cleopatra has always been portrayed as a beautiful flawless white woman... which is highly unlikely. She was Egyptian...she was African.
