The home team is whichever conference the stadium's home team is in. For example, this year, the Super Bowl is in Miami. The Dolphins are in the AFC, so the AFC team (the Colts) are the home team.
The city the Super Bowl is in is picked by an NFL panel years ahead of time. Miami was chosen to host Super Bowl XLI back in 2003.
Super Bowl XLII will be in Phoenix, AZ. Super Bowl XLIII will be in Tampa, FL. Super Bowl XLIV will return to Miami, FL. A site for Super Bowl XLV has not been chosen yet.

Like the preabove answer said, the Superbowl is picked far ahead of time...usually they limit the choices to Southern cities and cities with dome stadiums.
In regards to who is the home team:
"The designated "home team" alternates between the NFC team in odd-numbered years (the Chicago Bears in 2007), and the AFC team in even-numbered years (the Pittsburgh Steelers in 2006). The home team is given the choice of either wearing their colored jerseys or their white ones"
So the NFC (Bears) are the "home" team in this years Super Bowl.

The location selection is like the Olympic location selection. Sites make bids, them the owners get together and select the cities usually 3 to 4 years at a time.
I believe the home team selection is that in odd numbered years the NFC is home team, and in the even numbered years it is the AFC. Also, the home team gets to choose whether or not they wear their dark or light jerseys.

Actually as far as Home team is considered moot. The coin toss decides who receives the ball first and which end of the field the other team defends first. Cities with Stadiums place bids far in advance to host the Super Bowl. If it was ever played in the snow Buffalo would have won all 4 of their appearances!!

the city varies from year to year. the home team rotates from AFC to NFC each year. This year the Bears should be at home. Last year the Steelers were but they wore white jerseys. It should be Bears in blue, Colts in white this year.
