Oh, it's so complicated. You must integrate your job in few programs. For make-up and layout use better Macromedia Dreamwaver, Fireworks and Flash (for Flash websites only). But you will also need to make database using MySQL with PHP, or MS-SQL with ASP.NET. Also scripts for e-commerce (you have to buy it if you cannot make one. To make it you must be a programmer. So it's too complicated.

It is a really easy way to build and publish websites.
Frontpage and Dreamweaver have steep learning curves.

You don't relly need any software. Once you sign up with a host, they will probably have all the tools you need. Check with the prospective host before you sign up. If you don't understand this answer you need to aquire much more knowledge about how web sites are created.
