Use a damp cloth if you have to. Are you sure she doesnt' have thrush? It's like a yeast infection in the mouth. Verify before you start playing with it.

It sounds like your child could have thrush-which is a yeast infection in the mouth. If you use a warm wash cloth and wipe out the mouth then formula residue would just come right off, but thrush will cause bleeding if it is scraped at. If it is thrush then go to your dr and they will give an anit-fungal to get rid of it.

Are you sure it's formula residue? If it won't wipe off gently, it's likely thrush. It looks like milk spots on her tongue. It's not harmful but the doctor will give you a prescription to get rid of it.

They make infant gum care kits and in it has a finger brush. I used it a lot when my son was still on formula. All you do is put it on your finger and it has ridges not actual brissals on it, but you just rub her tougue. A little advice, try not to go to far back because you may gag her.

Check with your pediatrician, your child may have a yeast infection and may require an anti fungal medication.
