There are a lot of things we can learn about on the moon that would benefit from a long-lasting human presence. The ISS has allowed us to study the long-term effects on humans of living in a microgravity environment. A base on the Moon will allow us to study the challenges of living in a low-gravity hostile environment, which will be very beneficial to any future manned mission to Mars and other planets/moons in our solar system.

The moon would be an EXCELLENT place to put a telescope.(no atmosphere)
The military would love to put a base on the moon.
Advertisers could put huge blinking annoying displays on the moon.
Six flaggs could build some outrages rides there.
Mining companies would love to mine the isotope He3 which could fuel rocket ships and
make oxygen.
There is a very real possibilty that there are fossils from earth there,or at least earth rocks, that would help scientists prove and disprove certain theories about the origins of the earth and the moon.
Rock collectors would go nuts.
You could find meteorites scattered all over the moons surface.
Photographers and artists would be inspired in entirely new ways.
planetary geologists would love to go on field trips on the moon.
Athletes could invent and reset all kinds of records on the moon (1/6th gravity)
This was a great question actually
use your imagination, the possibilities are far and wide.

I really don't want to put down an inquiring mind,
but establishment of a colony on the surface of
the Moon would be a tragic waste of time and
money. We cannot even feed the people on this
Earth enough to prevent starvation, much less
stop the rioting and killing in the Sudan, Iraq,
and Afganistan. Why not establish a colony in
the Sudan, in West Africa, or Afganistan?
Wouldn't it be nice to show people can live together
in peace "somewhere" before charging off into
space to do the same thing?

There aren't any good reasons. The moon's atmosphere can't support life. And any artificially-created one will be very short-term and expensive and will not be able to generate results worth the cost.
