There about the same price but the X1300 Pro costs a bit more.

I would go with the Pro Its faster.

It depends on the slot type of the 2nd card. IF both are PCIEx16, go with the second one because the X1600 is better than the X1300. Also, GDDR3 memory is faster than GDDR2 memory.

It matters what you are trying to do. If you're trying to play 3d games, the x1600 is far better but still much slower than many cards out there.
Goto www.tomshardware.com for video benchmarks and www.newegg.com for prices. That will give you the best chance to get the best you can afford.

The 1600XT is easily the better of the two, no matter what you are doing with it. Since it is cheapier then definately go with it, you are getting a better deal.
