You find property auctions by checking legal notices in newspapers, and getting on the mailing list of auction companies that sell property.
Mineral rights to property can be sold by the owner of the property if they still own the rights. Many property had the rights sold to various groups years ago.
So the owner of the property will have to check thier deeds to see if they own those rights, and you can buy the mineral rights or the property with the rights
