Always read the label! But, as I've read the Roundup label, I can tell you, absolutely yes! Roundup is the safest herbicide on the market, registered for use in playgrounds, edible produce, etc. The stuff works through the leaves. Once it's in the soil, it converts to a carbon. Be careful what you spray it on, mix it correctly, and wait till the plant dies. Otherwise, you'll be keeping the old weeds and getting more from the culitvated soil which helps dormant ones to awaken.

Yes, but note: Roundup is a contact herbicide and will kill all vegetation present at the time you spray. So, you can spray Roundup on your weeds, wait until they die, then till the soil and plant your veg crops. Roundup has no residual activity in the soil.

A lot of what everyone else said, but, wait 6 weeks before you do any planting. It takes that long for it to leave the soil. I use a lot of it and I learn from my mistakes.
