Not an arms race.. a naval race. Germany started building up their navy and this threatened Britain who felt they had to be supreme at sea (as an island country). This led to Britain developing the "Dreadnought" - the most heavily armoured, fastest battleship to date... but when Germany started a Dreadnought program of its own, Britain had to get a move on and build some "Super-Dreadnoughts"... and so on.
In general, this just added to the air of suspicion that culminated in an environment condusive to war in 1914.
