That statue is called "Ho Tei - The Laughing Buddha"
(he is not THE Buddha)
He is like the Buddhist Santa Claus - he is a symbol of prosperity and good fortune... you may rub his jolly belly if you wish - at least no harm will come of it.
The story behind that particular character is that he was a monk who stayed up in the hills of Tibet and waited for a great war to end.... when the war ended, he brought down a giant bag of toys that he had been carving for years...
He shows you that good things come from silent meditation and patience.

The last time I was in Thailand and I rubbed Budda's stomach for luck. An hour later I visited my best dealer and I lost a 500,000 dollar order. True story!

I also have a statue of Budda, I`ve rubbed his belly `till the finish has worn off...haven`t hit the lottery yet or met the man of my dreams, so, there goes that theory. Keep on trying, maybe budda boy is overwhelmed with requests and will take several years to catch up.

I have a statue of him. It's true that if you rub his stomach it will bring you luck. It has for me. But I only asked him for little and not very important stuff. I think it's a sin, though, because you're not respecting the 2nd commandment.

It's supposed to be a true story. I have 2 small Buddhas and have tried rubbing their stomachs...never changed my luck, but some people swear it works for them.

the idea is that some of buddha's essence will rub off on you. it would be better to read and follow buddhism ideas if you wanted good luck. luck is made by our actions and our will.
