No. Oswalt will give you 16-18 wins playing in Houston, Billingsley will give you 5-7 wins playing in LA. playing occasionally. Both Pettie and Smoltz will give you 15-18 wins 200 K's, and both should be playing on Contenders this year.

Only if Oswalt has a career year (which is entirely possible), and Pettitte and Smoltz both start to feel the effects of aging. (also entirely possible). I think Pettitte going to the Yankees will probably reenergize him so I guess I would pass on this one.
