My first guess would be a swim bladder infection. These are often difficult to treat once they get bad enough to affect the fish to this degree.
The swim bladder is not affected by the amount of ruffage, or fiber in a fishes diet, but can be affected by other diet considerations.... but even this is quite rare. Almost every time the swim bladder is in trouble it's due to a bacterial infection. I would due a large water change, about 50%, remove the carbon from your filter and treat the take with standard antibiotics like Furanance or Maracyn 1 & 2.
It may be too late for your fish, but the treatments might work, honestly it's anyone's guess at this point.

There is no such thing as too much oxygen in the water. It is not possible. This is probably a swim bladder problem, where your fish swims up to the surface to eat and has inhaled too much air which messes with his natureal floatation system. One suggested cure is shelled peas instead of your usual food until the problem goes away.

the reason y is because when u feed them u probly just throw food in, well u should get a good amount of food and put it between ur pointer and thum and slighty put ur fingers under water to soak the food. he/she is floating b/c when the go to eat the food is on top of the surface so when the go to swallow they also swallow air witch makes them float.
and if that dont work, go buy a air pump, maybe they r "suffercating" and when they go get some air they get too much and start to float from, nic!

It's most likely having a problem with its swim bladder. I would consider feeding him some cooked peas or other roughage like zucchini. This will correct any digestive problems he could be suffering from that are effecting his swim bladder. On a sad note, he also may be on his way out. :(

If your fish is kinda getting fat and bloated, then it has something to do with too much oxygen in the water you use which is getting in its system, hence making it float. Just try change the water or you can probably buy some tablets which you can just put into the tank which can fix the problem.

It could be swimbladder problem. If its a goldfish and you feed flakes its very common for them to ingest air. If so, try feeding some brine shrimp.

Your food has gone bad. Flakes go sour very quickly. Change food out once a month.
